FLAGSHIP DEVELOPMENT CASE • BARBADOS

SKEETE’S BAY
BLUE CIRCLE

A proposed Sargassum Contaminant-to-Value demonstration platform designed to move a Caribbean environmental challenge from opportunity toward evidence.

Skeete’s Bay Blue Circle is being developed as a proposed Barbados demonstration, analytical and technology-development platform for testing how collected Sargassum can be intercepted, received, preprocessed, decontaminated, characterized and directed toward controlled downstream uses.

The objective is not to assume commercial viability. It is to determine it.

06 — IMPLEMENTATION ○

Skeete’s Bay has moved beyond the identification of the Sargassum problem and into structured project development. The next critical step is replacing remaining technical, environmental and commercial assumptions with evidence.

01 / OPPORTUNITY

SARGASSUM IS NOT ONLY A COLLECTION PROBLEM. It is a contaminant-management, feedstock-quality and value-recovery challenge.

Recurring Sargassum influx events introduce millions of tonnes of organic matter into Caribbean coastal systems annually. While interception and collection are critical, the complexity lies in the material itself. Sargassum is highly variable in composition, often containing high levels of sand, salt, and marine debris alongside significant water content.

Technical and commercial hurdles include:

  • Variable chemical composition
  • Sand and salt contamination
  • Debris integration
  • High water content
  • Heavy metal and arsenic contaminants
  • Process water management
  • Consistency in product quality
  • Regulatory compliance requirements
  • Scale-up economics
THE DEVELOPMENT QUESTION

Can problematic Sargassum be converted into a consistently characterized, controlled and economically useful feedstock without transferring the environmental problem into downstream products?

03 / VALIDATION

WHAT MUST
BE PROVEN?

The ANTROBUS Evidence Matrix clarifies what is known, what is being tested and what still needs to be proven before large-scale capital deployment.

FUTURE DEVELOPMENT GATE

NEXT DEVELOPMENT REQUIREMENT

Characterize variation by source, season and condition.

Expand representative sampling for arsenic, cadmium, lead, mercury and other relevant contaminants.

Controlled pilot validation and analytical verification.

Establish process-water mass balance, treatment quality and realistic reuse rates.

Define downstream specifications and confirm repeatability.

Generate operating data under realistic feedstock conditions.

Establish energy, chemical, labour, maintenance and disposal costs.

Validate independently for each product pathway.

Assess relevant Barbados, Caribbean and export requirements.

Use demonstration and FEED data to determine whether commercial-scale deployment is justified.

EVIDENCE DETERMINES WHAT DESERVES TO ADVANCE.

ANTROBUS PRINCIPLE

CAPITAL SHOULD
FOLLOW EVIDENCE.

CONCEPT

Small early-stage development capital.

VALIDATION

Research, analytical and pilot capital.

DEMONSTRATION

Larger demonstration and development-finance capital.

FEASIBILITY / FEED

Project-development and engineering capital.

COMMERCIAL IMPLEMENTATION

Infrastructure, strategic and project-finance capital.

REGIONAL SCALE

Commercial and institutional capital.

ANTROBUS’s development approach is designed to avoid committing commercial-scale capital before the project has generated the evidence required to justify it.

The purpose of Skeete’s Bay is therefore not simply to “build a plant.” It is to create the evidence required to determine what should—or should not—be built next.

04 / PARTNERSHIP

COMPLEX PROJECTS REQUIRE
CONNECTED CAPABILITIES.

GOVERNMENT

Policy, approvals, public-sector coordination and national-development alignment.

TECHNOLOGY

Processing, treatment and specialist technical systems.

DOWNSTREAM INDUSTRY

Validation and commercial use of acceptable processed outputs.

SCIENCE & UNIVERSITIES

Independent research, analytical validation, scientific expertise and training.

ANTROBUS /
PROJECT DEVELOPMENT & FACILITATION
DEVELOPMENT FINANCE

Catalytic capital, grants, technical assistance and blended-finance structures.

COMMUNITY

Local knowledge, workforce development, safety and social licence.

MARINE OPERATIONS

Interception, retrieval, deployment and maintenance.

ENGINEERING

Design development, integration, FEED, procurement and construction.

PRIVATE CAPITAL

Strategic and commercial investment once evidence supports deployment.

ANTROBUS does not need to pretend to be every specialist. Its role is to develop the structure that allows the right specialists to work toward a common outcome.
